If I were to code that in C or C++ using wide-strings and called towupper(), the assignment would be fine (and would not give me an eszett).

That wouldn’t be sufficient for 𐐨 (U+10428), since it’s made up of two UTF-16 code units.

(this is just one example; in general working with Unicode strings is complicated)
